Four-Point Demand Spurs Non-Cooperation Movement by NBR Reform Alliance

The NBR Reform Unity Council has launched a non-cooperation movement, demanding the immediate repeal of the newly issued ordinance, removal of the NBR Chairman, public disclosure of the reform committee’s recommendations, and implementation of reforms based on stakeholder opinions.

The announcement came at a press conference held on Wednesday (May 21) at the National Board of Revenue (NBR) headquarters in Agargaon, Dhaka. The alliance stated that the non-cooperation movement would begin immediately and continue in phases.

As part of the program, a memorandum will be submitted to the Chief Adviser on Thursday. On the same day, sit-in protests will be held at various relevant offices both in Dhaka and outside the capital.

Additionally, a complete work stoppage will be observed across all tax, customs, and VAT offices nationwide on Saturday and Sunday. However, customs houses and LC stations will remain outside the purview of the strike. Export activities and international passenger services will also continue unaffected.

The movement was sparked by a recent ordinance that split the NBR and the Internal Resources Division (IRD) into two separate divisions—Revenue Policy and Revenue Administration. In response, NBR officials and employees under the banner of the Reform Unity Council had already observed a four-day pen-down strike earlier this month.
